Although the definition of the term "over-the-counter" (OTC) varies, this category will include only chemicals and materials that can be easily acquired by the general population, either in general or specialty stores (food stores, hardware stores, specialty stores, etc.) that lack any (special or legal) restrictions. For a compound to be readily available, it doesn't necessarily have to be sold in high concentration or bulk quantities, its mere availability to the public is enough; [[methylene blue]] for example, which is rarely available in solid form, it's readily sold as solution in pharmacies.
