Tar and water

how i can homogenously mix tar and water? with emülgatör?
if it is emulgator or additive, which emulgator or aadditive?
what is trade name, compound name vs..?

Is emulsifier the word you intended using---an emulsifier produces an oil-in-water mixture called an emulsion. . .
Water-based paints and the like are emulsions!

Tar water is mixed into water which is turned into steam in the sauna. But I want to know if what are the following procedure that can be take in order for us to mix also a tar and water? Because I don't have any idea on what is its trade name of it.
