If you are looking for a supplier that sells to individuals, I doubt you'll find any. The EU has banned individuals from possessing chlorates or perchlorates.
IIRC only mixtures containing chlorates at a maximum 4% w/w concentration are still allowed. Probably an exemption for matches.

If you are a company: many suppliers of research chemicals sell them.

Isn't it relatively easy to make chlorates (which can be used to make perchlorates) through either electrolysis of chloride solutions or the disproportionate of hypochlorites? Unless they just banned bleach or table salt it's probably doable to get them that way.

The threshold is at 40%.
