perchlorate without electricity

i have been suggested by a fellow chemist that turning chlorate into perchlorate using PbO2 can be done with dilute sulfuric acid with heating, the PbO2 turns into PbO and can be recycled so it essentially acts as a catalyst
it operates at around 85*C and 10% H2SO4 concentration- has anyone tried this or heard about it? to me this is pretty much a revolution to anyone that wont bother with making PbO2 electrodes or even acquire platinum, even the PbO2 from acid batteries work for this

PbO2 <> Pb2+ SEP = +1.5 V, ClO4- <> ClO3- SEP = +1.2 V, so this reaction is at least not forbidden by simple electronic considerations.

However, PbO2 unaided cannot oxidize ClO- to ClO2- (hypochlorite to chlorite) since this has an SEP of +1.65 V. As such you must make chlorate somehow. And in producing chlorate from chloride the only available tool is usually... electrolysis! Perhaps you are making chlorate by boiling hypochlorite?

yes it appears that it was just a brainfart and it was really something about using acid to maintain an electrolytic cell, minimizing lead leaching into solution

Anyway, PbO2 cannot be turned into PbO in presence of sulfuric cid. It will quickly transformed into PbSO4.

It honestly just sounds like a perchlorate cell with a lead dioxide anode. Acids are used to control the pH and improve efficiency in them though are not required. The temperature too sounds very close to what exrockets describes in pH controlled cells.
