Making KMnO4 ?

The largest online chemistry textbook describes a few mehods.

As this chemical is hard to obtain commercially, I tried a quick test.

I heated a small quantity of MnO2 + KOH + KClO3 in a flame, the KClO3 as an oxygen donor.
I put the result into water and it turned green, presumably K2MnO4.
What is the best way ro oxidize this to KMnO4 ? Electrolysis ?

If you neutralize the KOH, it will disproportionate to MnO2 and KMnO4.
