Dissolving Cr in NaOH?

Chromium ion Cr3+ formes [Cr(OH)4]- in strong alkaline solution. However unlike aluminium, zinc and tin, as far as I know, the metal does not dissolve in NaOH solution. Why is this?

I suspect it's because the Cr(OH)4 anion isn't as stable as the analogous aluminum or zinc ions.
