Question about Sorensen formol titration of glycine

I want to know what is the importance of adding sodium hydroxide to glycine before addition of neutralized formaldehyde to it.

In the attached method, the book says that NaOH removes a hydrogen ion from the NH3+ group to be able to react with fromaldehyde. But in this case the resultant product is a carboxylate ion NH2CH2COO- when reacted with formaldehyde also the product is carboxylate ion CH2=NCH2COO-. How can I titrate this ion as acid with standard NaOH?
