Forgot to mention there was another article posted at physorg that stated that a thin polymer coating on iron catalysts or cathodes will protect against oxidation, and still allow for contact for catalyzation, even with nanoparticles of iron.

Looks like cobalt may work as well, here they use it on graphene, to keep it physically constrained, and to harvest energy
