can 2-methoxy-1,3-butadiene and 1,2-dicyanoethene undergo diels-alder, considering the partial negative charge on both the diene from the methoxy group and the cyano bits of the dienophile?

It should. Methoxy is an electron releasing group, while cyano is an electron withdrawing group. Alder found that compounds like those tend to react well without needing much heating.
