Will alkyl halides add to double carbon-carbon bonds? For example, will CH₃Cl add to H₂C=CH₂ to yield CH₃CH₂CH₂Cl?

No, but you can add another alkene (dimerization) or add a hydrogen halide and make it an alkyl halide. why not start with the alkene you want and then add the hydrogen halide to make the alkyl halide.
