Strange Liquid dispense

I just bought a glassware lot and there was a strange thing in it. A patent number was embossed on the object so I typed it in the patent registry office and found that:

Judging by the patent it may be a micro-pipette. I have an adjustable one that allows you to repeatedly measure out small amounts of liquid. I use it for putting flea killer on my cats, 0.8ml at a time (four cats), because its way cheaper to buy the stuff in dog size vials.

Will try tomorrow.
I figured how it worked, it was just because the rubber had dried so i though it was a solid bulb, I needed to force it a bit. I think it's perforated though :(
