Is there anyway to extract Methyl Iodide from seaweed?

Although you might be able to pull off a one pot synthesis from seaweed to methyl iodide the best method would probably be to treat a slurry of dried sea weed with some kind of oxidizing agent then clean the iodine and treat that in the normal manner to make methyl iodide.

There is a thread here on iodine extraction and a different thread on the preparation of methyl iodide with some searching both can be found easily.

Most of the methods to make methyl iodide that I know of work from some iodine salt, you could recover your iodine and treat with KOH or NaOH to get your salt to start off that procedure.
