I know the University of Minnesota does. I've attached their policy (including rates), which is also available on nmr.chem.umn.edu.

There is a local company in RTP that does some, not sure of the rates, but a lot depends on how detailed an analysis you want. Are you just looking
for a simple 1H printout or more complex information? Most universities have someone who does that type of service for other Depts, but some only do
it for internal customers, some do for external also.
