Is it possible to receive them? I turned the option on in the Control Panel, but I haven't ever received one since I've been registered.

Email notifications for what? I used to have them on for new U2U's, back before I was a mod, and they worked. After that I turned them off because I
was receiving on average 50-100 emails per day due to spam reports. 
Not sure if you're referring to those, or the ones for thread subscriptions. IIRC, the thread subscription thing is broken.
