Typically no; they form carboxylate salts. Carboxylic acid chlorides and anhydrides can form amides with amines, though.

Typically, they don't, but sometimes they do. Strong dehydrating agents that aren't so strongly acidic that they'd take the ammonia for themselves,
are another way to form amides. Although using the acid chloride is a popular way to make an amide, there are plenty of other ways that are less
straightforward if acid chlorides aren't accessible to you.
