My guess is pretty early.
Using a long stick or ruler and a razor blade for a fulcrum I am pretty sure I could make a balance sensitive to fractions of a gram. By positioning
the pans you can then deal with fractions of that. From there it is a matter of calibrating and damping out air currents and swinging.
If I was to guess, I would bet Lavoisier did it. That was the kind of thing he excelled at.
