Could picric acid be made using aqua regia or something else besides sulfuric acid?

No, aqua regia oxidizes the crap out of the substrate, or any other organic
Edit; stick with the protocols for this one

IIRC, aqua regia will oxidize/chlorinate aromatics more than nitrate due to relative absence of NO2+ (without sulfuric) compared to the generation of
nascent chlorine from nitrosylchloride.... Many aromatics can be oxidized/chlorinated all the way to chloranil using aqua regia, there should be a
couple of threads on that already. Aqua regia could also possibly result in some chloropicrin formation which is pretty toxic and a lacrimator, so
definitely don't inhale any fumes from such a reaction!
