Opening a lab on the Danube River
The Danube River is considered International Waters, therefore:

Well no one is going to tell the Russians what they can and can't do. Or maybe people will try, but Russia is big enough to ignore the complaints and
defend their sovereignty if necessary.
For an amateur scientist having to deal with a legal paperwork instead of getting on with enjoying science, opening a lab in International Waters
sounds very attractive.

Many countries have legislation that allows prosecution for overseas matters as if they were punishable in the country, unless they are legal in the
target country or the perpetrator is charged overseas for the matter (ne bis in idem). So, driving a barge to international waters and cooking drugs
and explosives there will likely lead to prosecution. Usually there is a clause that it is also a crime in the other country. A loophole here could be
to register a ship or travel through a country where it is legal to perform the intended act. It is a public secret that wealthy people go around with
their yachts, skipping most regulations, and even if something happened, good luck proving it. An entire business of cruise shipping industry is built
around flag nations where gambling and other stuff is minimally regulated.
On the other hand, if a person has resources to fund such an operation, they can much more easily just establish a company and get the formal licenses
for mostly everything. In where I live, it's not that hard to get license even for handling highly radioactive materials for commercial use. And then
there is that option if you really got the funds that you just establish a chain of overseas holdings and acquire property and just do almost whatever
you want. If you happen to get a knock on your door for ex ordering something that triggers some flags, there's nothing at your home, because your lab
is located in somewhere that no paper trail leads from you so no one knows where to search. It's seldom the lab that gets people busted, it's
distributing whatever's made in it, and if it's a hobby, you ain't intending to do that, right?
