Hi veryoldbutstilluninjured and thanks for sharing the document. For me it was somewhat sad reading. It remembered me that even such at the first sight innocent chemicals could be abused for production of illegal substances and ruining lives of people addicted on such drugs (even NH4Cl mentioned in the document, acetic acid, phenylacetic acid I used for synthesis of beautiful honey scent (its ester with allyl alcohol) could be abused in someone else hands for bad things, the same heliotropin with beautiful scent etc).

This bunch has gone of the deep end when they worry about CaCl2, NH4Cl and carbonates.
They're trying to reg everything out of lawful possession because of entrenched bureaucrats
trying to justify their jobs. WANKERS !!! :mad:

permanganate laboratories? serves them damn well to get busted if they dont chime in to our grand KMnO4 sticky and tell us how its done
mildly infuriating. so it is doable, huh.
it seems CaCl2 was mainly a concern in south america, probably as dessicant? fortunately, chemistry is exactly that you can turn goddamn air into nitric acid, and with a membrane, you have a decent pack of options to even make HCl as you can make sulfuric acid from gypsum, ideal would probably be H2SO4 + NaCl and then gas that into water- different topic, for whoever willing they would have to very closely monitor electrical use and even solar panels
im a bit surprised they even mention MnO2 as a precusor for permanganate, i have just barely been able to have a tiny crop of KMnO4. if they can manage to in south america then it should also work in western countries. infact this whole deal is a bit interesting, this now opens up for the chance of producing quite basic chemicals and selling for a profit
an industrial oswald generator can crank out 60g per kWh and ive seen a setup on youtube doing about 30g- all amateur

Are we now being realistic here? That they mention several otc reagents being used in illicit manufacture schemes does not mean they are seeking to ban them. These publications merely identify stuff.

I saw a research paper that studied percarbonates as means to produce organic peroxides for malicious intents, and were pressing that these are readily available to consumers as cleaning supplies and pose an immediate hazard to the public. Never heard of anything come out of that.

I hope you realize that the legislators have been consulting state of the art university and research institution scientists when they seek the need to regulate stuff. These guys know their chemistry 10 times better than all of us combined and have unlimited resources to do stuff. If you wanna find an efficient, cheap and otc way to produce any drug imaginable, these guys will figure out a way to do so in no time, and tell the legislators what to ban to prevent anyone seeking for that route. Most every means and routes have been documented from 50's or before.

The other side of the coin is (mostly) the commercial sector, which is concerned of regulation limiting sales, and there are also some white knights who actually think that law abiding citizens should also have some freedoms and rights, too. Restricting basic chemicals such as CaCl2 would actually start to affect commercial things, and then there will be 100 other suitable reagents left to ban, and it would have little to no effect to the original purpose. For example, sulfuric acid ban in Europe has pretty much zero effect on drug manufacture, because every funded organization has no trouble establishing business fronts with middlemen to purchase industrial quantities of chemicals - which always raise much less suspicion than small amounts which are indicative for unprofessional - risking malicious - use - and pay off their tracks so if it happens so the signee hears a knock, all that stuff has been used already on the paper for whatever official reason it was stated to be purchased for, and if they don't believe, there's no evidence left anyway. Sometimes the whole guy is far gone by then, for example moved back to his country of origin, or stuff like that.

What the ban hinders is individuals purchasing it for energetics making, acid throwing subhuman scum and also low hanging fruit looking for other malicious use. It makes life more painful for those few who want to anodize aluminum, etch metals or do electrolysis or other stuff, and of course the basic chemist.

I guess the problem is the good old synthesis tree. At the root level, you have your elements, and then at the leaf level a lot of desired compounds of various complexity. If one leaf represents lets say amphetamine, the branches it grows from are P2NP and aluminum amalgam. So the gardener cuts off the P2NP branch. All good. Reasonable.
Then the clandestine bees start making their own P2NP from benzaldehyde and nitroethane. They are much bigger branches, leading to several different leaves. If the nitroethane branch is cut, so is production of a lot of leaves that are in no way narcotic. So it's not, it's put on a Watch List. Now no-one can venture out onto the nitroethane branch without a lot of suspicion or fees and permits. Problem is, now the busy little clandestine bees buzzing around the tree start making nitroethane from nitrite and various forms of ethyls. Because now there's a market for it. The gardener cuts of the Sodium Nitrite branch. And so on.
Bees are buzzing, leaves are falling and soon the branch you're sitting on will break.
