Peroxide cation

What is the basicity of hydrogen peroxide?
Hydrogen peroxide is an acid - a very weak one. pKa quoted as something like 11,8, right?
So, how basic is hydrogen peroxide?
If you mix hydrogen peroxide with a strong oxoacid, like H2SO4, you can have peroxide group entering into the acid group, like forming H2SO5.
But how about non-oxoacids?
How acidic is cation H3O2+, compared to H3O+?
How soluble is HCl in strong H2O2 compared to its solubility in H2O?
How does the stability against decay of strong acid solutions in H2O2 compare against the stability of H2O2/water solutions at similar concentrations but without additional acids?
A popular reactive to dissolve Au and Pt is aqua regia - HCl to complex the metal cations, and HNO3 as oxidant.
How does the usefulness of HCl/H2O2 compare?
