parts by weight

Just a simple question, how does one would understand parts by weight, are they referring in systheses to parts by weight on a mol based weight or is this just as simple as 1 on 10 parts = 1g subst 1 on 10g subst 2?

No, then it would refer to molar proportions.
Parts by weight simply means what is it (the latter of what you mention).
