Soxhlet extractor would be the way to go
https://en.wikipedia.org/wiki/Soxhlet_extractor
You can use a few cups of water for kilogramms of tea if you want to
They can be bought cheap on Aliexpress for example

You can easily concentrate a tea brew using vacuum+a little heat
Preferably using a rotovap+vacuum+warm waterbath, then you will also keep most of the orignal taste when you want to redissolve/thin it with water later on, if that's your target

If taste doesn't maktter, for caffeine extraction etc., I would prefer the soxhlet extraction though
