Conditions that favor either Sn1 or E1

I was wondering what kind of conditions favor SN1 over E1 and vice versa? From what I have read, it appears that they are generally occuring in equal proportions. Though I believe my teacher mentioned:

1. Presence of a weak base promotes E1 over SN1
2. Elevated temperatures promote E1 over SN1
3. High concentration of solvent ( nuclephilic) promotes SN1 over E1

Are these correct? Any others?
