Identify this flash boiling apparatus?

The reflection in the blocks out the end of the capillary... but I think the idea is that surrounded by a constant-temperature water jacket, liquid enters at the top, while a vacuum is applied to the right side-arm. The capillary allows the liquid to enter the bottom boiling chamber very slowly, so the vacuum is maintained and the rate of boiling is low such that the temperature stays even.
