The MnO2 paste is probably mixed with zinc or ammonium chloride. Mix it with water and filter it off.
Please note that this MnO2 isn't very pure ;)

You could make MnSO4:
Mix 30grams of oxalic acid, 300mL of water, and 13mL of sulfuric acid. Then add the manganese dioxide continually until the solution stops bubbling.

Make a solution of sodium bisulphate and one of sodium metabisulphite, in the bisulphate solution mix purified MnO2 and poor slowly with a lot of stiring the sodium metabisulphite in. After addition wait an hour and filter the mix to get slightly pink colored solution. Precipitate the manganese using sodium carbonate solution. Filter the manganese carbonate and dissolve it in HCl to get manganese chloride. Do not keep the manganese carbonate since it turn quite readily to manganese dioxide.

I never asked for this.

Not true: it's quite stable and the wet precipitate can be dried w/o problems. It's commercially available too. MnCO3 is about as stable as MnCl2.

You may be confusing with Mn(OH)2: freshly precipitated that oxidises to MnO2 by air oxygen very quickly.

Yes, there are numerous methods and numerous threads about it here. UTSF.
