I think, you mean the so-called "mechanoactivating" technique when the usuall fine-grade Al is milling with some additives (carbon, for example). This technique is very promising, of course; but it is simple only on comparison with others:)
Most of nano-Al are self-passivated by slow treatment by wet air. Using a special coating increases the part of "active"Al and the stability of the product and makes the nanoAl-based mixes less sensitive. But it is very expensive and only experimental procedure.
You need also to make oxidizer fine enough (few micrometers), and to achieve uniformity of the mix...
