Small manual dispenser pump for small containers?
I'm looking for something that will make it easier to transfer liquids from 1-gallon containers to smaller 50-250ml containers, without the hassle of
pouring it and spilling.
I've seen this sort of hand-crank dispenser pumps with dip tubes designed for drums, but I have had trouble finding something for smaller container. I
know somebody knows what I'm referring to. There has to be a site that sells them. I'm looking for something manual, that can give me maybe 25-50ml
liquid transfer per stroke, or whatever, even less will do. Anything to prevent more spills.

You could consider a squeeze bulb siphon starter, which are common and cheap. There are also plunger-type siphon pumps.

I used to have a plunger type pump, but really I spilled more with that thing than if I just poured the containers manually. Most of the spilling
occured due to inability to hold the two ends of the tube in place, or just trying to clear any residue out of there.
I found a few "bottle top" dispensers, that screw onto the top of the bottle, and dispense ~25ml or so per plunge, but the ones I saw were like $200!!

I use the 2ml and 30ml sizes.
adding a blunt needle allows longer reach into a bottle
and reduces 'drippage' when moving from one container to another,
mostly I use blunt metal, e.g. http://www.ebay.co.uk/itm/Terumo-Blunt-Mixing-Needle-Pink-18...
for acids etc. I use plastic 'needles'.
Plastic syrynges never work for very long, the rubber swells and sticks, or corrodes.
Buy blunt not sharp needles ... stops parents/family/friends/police getting the wrong impression

Is this about what you are looking for? I may have one or two of those (used ones) in my pile I would just need to test them and make sure that I
have the right thread fitting for your bottle. They are designed for standard 4L solvent bottles, like EMD, Fisher, B&J, and more sell solvents
in. I'd sell for way less than Ebay ones, but they are still not real cheap.
