Consistency? I would assume it is wet and liquidy. But on a serious note, the solution should be a little bit more dense that water,

To me it sounds like foomhood wants to know the composition of tatoo-coloring (i.e. what it consists of).

You mean like a temporary tattoo? Best guess is it's some type of polymer. The stuff is soluble in 2-propanol also.
