Yes, maximum OTC concentration is I think, either 9 or 12%, I forget which.

Its not so much as that, but the reason isn't safety in terms of bodily injury. I'm comfortable working with it at higher concentrations, its just that even owning a solution so dilute one would need it in dH2O and use NMR to even detect it, is the dangerous part (not that I have an NMR, santa isn't that generous and nor is my income. Must be those superconducting magnets screwing up raindeer navigation, if magic reindeer navigate like pigeons with the crystals of magnetite within their beak [or is it brain, I forget which]:D)

its political. Just the word 'peroxide' these days can be and in my case HAS been used to trigger persecution. And yes, I meant 'persecution' rather than 'prosecution'
