you may need to register but they have alot of info regarding additives for tyhe paint industry. Mind you, I bet if you type something like 'paint additives' or 'paint formulations' into google you would come up with something.

Most paints have a some basic ingrediants:

Binder (polymer) to form a 'plastic' film and give adhesion to substraits and fillers.
Pigments for colour
Fillers / Extenders - to bulk out the product and to increase opacity
Solvents for the polymers - or water (as the solvent) in emulsions/suspensions.
Co-solvents to help with film forming
Surfactants / dispersants to help with dispersion.
Rheology additives for viscosity conroll and flow.
Biocides to stop fungal growth.

Special additives can be added for things like flame retardance / insulation / scratch resistance / anti graffitti / pearlescents / corrosion resistance... and so on.
