Is the stopcock in a cross pattern? Like you turn it on one side and it take one side of the glassware to dispense and invertly? I might have seen something similar on an autofilling buret. It seem to me that it's a pressure equalizing addition funnel with auto mesurement and mixing. Are the little black and pink tube are inlet? Each of the side part look like pipet to me, but they could be use to mix two product while dispensing it.

yeah there are two inlets(one has been pluged with rubber the other looks like it did have a tube on it). this makes sense a little as the middle tube from the big bulb never exits out of the dispensing tip it can only go into to either of the side pipet things filing one while draing the other but then why would you need the two inlets?

it does seem to work like that i just had a play, it says emil 25mL on the side so its some sort of auto pipett 25mL

its just those inlet tubes get me if its unstopered it leaks out the one with black tube aroud it, if its stopered it trys to leak out the one with the plug in it

if they returned to the main chamber it probly wouldnt work i dont know
