The article says it is the third time people smell a gas like odour, coming from the sewer. Flushing the sewer with water helped.

Not something to play with. It is not particularly dangerous, but it has an extremely potent smell. It is added to natural gas in the Netherlands in minute quantities and for this reason people get alarmed immediately if they smell this compound.
I do not know whether private persons can buy this compound in its pure form, but its sale should be highly restricted to my opinion. Even with a single drop of this chemical, it is possible to cause a lot of panic, especially if it is used in crowded places.

Its not pure but is sold to the public, it comes in a can called bump gas.
Has a lot of stuff in there, about 15 different gasses.
When you squeeze the trigger, it lets out the smallest puff that stinks up a large room. Apply 3ft from the hazardous gas detector and wait up to 30 seconds for the alarm to activate.
Its about 200usd an ounce, and detectors are tested monthly.
1 can last almost a year.
