At what pH level does Ortho-toluidine (O-Toluidine) remain stable (in aqueous solution)?

That really is determined by the rest of your conditions and what you define as stable!
O-Toluidine is slightly soluble at an alkaline or neutral pH but in the presence of light and air quickly undergoes condensation to form coloured products.
Acid solutions are more stable but depending on light, temperature, presence of oxygen, traces of transition elements that may act as catalysts, etc they will gradually decompose.
Pure O-Toluidine or its salts kept cold and in the dark will only discolour very slowly depending on conditions.
I have found that a bottle of completely black aromatic amine will yield a tiny amount of black glop and something like 95+% pure amine when you clean it up so a little goo goes a very long way!

thanks for the info. So assuming we have a light and oxygen free enviroment, in which medium would O-toluidine be more likely to decay at the slowest pace. Is it acidic, neutral or basic conditions?
