If you electrolyse sodium hypochlorite you get sodium chlorate but in a very inefficient and roundabout method, cause you also generate oxygen as an unwanted byproduct - nurdrage
For sodium hydroxide you just get oxygen and hydrogen so it can be used as an electrolyte for HHO cell
