A mixture of hydrochloric and nitric acid can completely oxidize the ammonium ion. You simply dissolve ammonium perchlorate in water, add the correct
amount of HCl, bring to a boil and slowly add nitric acid. Then you raise the temp to 200°C to get quite pure 70% perchloric acid.

Anhydrous perchloric acid is really dangerous, as it sometimes explodes without obvious reason. An azeotropic ca. 70% aqueous solution is, however,
manageable. I´ve done a fractional vacuum distillation without problems. The boiling point is about 100- 105 degree centigrade at a two stage
diaphragm pump, depending on the temperature of the cooling water.
I wonder that ammonium perchlorate is available for the general public in several countries around the world, whereas perchloric acid seems to be a
"hard to get" chemical.
Here in Germany, it´s vice versa. Ammonium perchlorate is generally classified as high explosive 1.1 D, regardless of the grain size, and you
require a special high explosive license for aquisition, possession and use. Perchloric acid is not regulated, neither by EU directive nor national
law. I can buy it even without end user declaration.
