expensive ie. $18 hazmat shipping. But for rare items it seems good

OK, Question; Do they charge hazmat per item or per delivery?
My supplier charges a hazardous goods supplement IF the delivery contains one OR MORE hazardous items. SO by careful buying I can avoid the hazmat fee
sometimes and then pay it once for several bottles of hazardous goods.
