Cyanate to Nitrate

I have been doing a research about nitrate from cyanate using electrolysis of KCNO solution
I read this thread http://www.sciencemadness.org/talk/viewthread.php?tid=11388 so Cu, Ni, Ag, Au are catalyst and by merging it in a cell i will oxide cyanate at the anode but there are some problems the anode will oxide forming metal oxide and the only conductive oxide of these metals is Ag
My question is, will silver oxide will react with cyanate anion forming silver cyanate and then deposit on the cathode?
