raising land level

in the 1950´s the people of the netherlands were given the choice of raising the land level or the construction of a massive dike system for about 7 billion us$, or about what tourists spend in florida every year. the people voted overwhelmingly in favor of the dike system. since that time there have been numerous floods resulting in hundreds of deaths. in contrast when a ferry in japan sank and hundreds of deaths occurred the japanese constructed the tsugaru-kiakyo tunnel. the netherlands are a wealthy nation, and i was wondering if someone could estimate the cost of raising one sqaure mile of land one hundred feet and what this process would entail.

A hundred feet? That's an awful lot of earth to move in. There isn't even anything deeper than 7m below sea level, what's the point!?
