You could also try vinyl floor stripper which contains propylene glycol mono-t-butyl ether and propylene glycol monomethyl, ether
As well as sodium hydroxide and a surfactant.

just a quick update so as not to leave things hanging, I managed to get a litre of IPA from ebay, the price was pretty disgusting (nearly 10 GBP) but
I have some Phenolphthalein indicator to make up as well with it, so it`s going to last me a long time.
