I would just like to update this thread.
After my LONG efforts at trying to synthesise dimethylethanolamine i have found out it is extremly cheap and readily available as a vitamin!!

Yes, by reacting 2-chloroethanol with dimethylamine under reflux. Yields ok but cost of raw materials was much higher than the cost of buying the vitamin.

is there any patent for making dimethylethanolamine from 2-chloroethanol and dimethylamine ? or you just work it out ?

I didnt find a patent for this specific reaction however there were many patents with similar reactions.
2-chloroethanol was refluxed with an excess of a solution of dimethylamine in ethanol, followed by evaporation and fractionating the oil residue udner vacuum.
