What on earth.....

Looks well made enough that im thinking its an extremely 'project-specfic' piece of kit that i will never know what's its for.
In short the readout is spin speed/motor power for the two round spinning bits
The gas torch is adjustable however appears to be designed to run across the top of the spinny bits.
Any ideas?

Brass cartridge case neck annealer?

I should elaborate, it's used in reloading to anneal the necks of brass catridge cases after resizing to ensure consistent neck tension when a new bullet is seated.

Looks similar to a glass ampule sealer as well, most have a carousel for ampules, and then spin the ampule as it goes into the torch. The ampule sealer rarely work wells in my experience. Hopefully the annealer does a better job.
