Hi gents in my attempts to get CeO2 to react at one point I got some 5g dissolved in HCl with some H2O2 added. I boiled down this yellow solution to small volume and then added to this a boiling solution of 5g K2SO4 (dissolved in minimal water).
This yielded a white ppt. Adding H2O2 turned it yellow. It was filtered hot and dried and the result is a few gram of yellow powder with a hint of orange. It is insoluble in water.
I think this may be ceric potassium sulfate.

Ceric sulfate and its double salts are not insoluble, they dissolve in water to some extent. They give bright yellow solutions.
