As HCl + nitrate, or nitric acid + chloride, is effectively aqua regia, you're going to have Cl2 and NOCl in it, neither of which are friends with urea. Using other acids may not be a solution, check the solubilities of the salts of those acids and urea vs urea nitrate.

Good point not_important.

I will attempt this with sulfuric acid and acetic acid as both potassium salts should be very soluble in H2O.
