chlorination of ethylene glycol
Could ethylene glycol be chlorinated with HCl and a lewis acid (catalyst: CaCl2 or ZnCl2), forming dichloroethane?
OH-CH2-CH2-OH + 2HCl => Cl-CH2-CH2-Cl + 2H2O

I know that by reacting HCl gas with boiling Ethylene Glycol, then collecting the product in another flask, you are able to get Ethylene Chlorohydrin.
But, that's as far as I can help you

I hope this works for 1,4 butanediol to make n bromo butanol either with HBr or Br2 and a reducing agent like Al or P.

You can't make dichloroethane this way. Maybe in traces but that's all.

I am really more interested in making ethyl chlorohydrin rather than dichloroethane because I can simply buy that directly.

It’s possible to chlorinate with HCl. Just dry it and the glycol first.
