phenylacetate preparation


How would you prepare Pb phenylacetate, by mixing phenylacetic acid with the Pb carbonate or by mixing phenylacetic acid with PbO?

the problem is that both PbO and the carbonate has no or low water solubility.

PbO's a strong base, I think that'd be the choice as I can find little info on the pH of PbCO3 or (PbCO3)2 Pb(OH)2.
