Search for threads about iodine, not sure where to put this one, which is an illustrative quote from a publication.
This is from a book about iodine:
Quote: | In the United States, iodine is a federally regulated List II chemical under the
Comprehensive Methamphetamine Act of 1996; so iodine producers are required to
report to the U.S. Drug Enforcement Agency (DEA) and other enforcement authorities
all iodine buyers and customers. Iodine is an essential ingredient in the manufacture
of methamphetamines, which are commonly produced illegally (sold as
“meth” or “speed”). These customs requirements call for iodine sellers to record all
sales and to report detailed information about their customers. Producers maintain
tight control over inventories and have increased security at warehouses and other
storage facilities. |
Emphasis added. This is literally stupid. And that it can make it in to a detailed scientific text about the chemistry and app's of iodine is both
frightening and telling.
F. de Lalande and M. Prud'homme showed that a mixture of boric oxide and sodium chloride is decomposed in a stream of dry air or oxygen at a red heat
with the evolution of chlorine.

Yeah, it is stupid. Iodine is rarely used for manufacturing methamphetamine these days, and it has a plethora of uses.

The thing is, illiterate jerk-offs that can't tell time on an analog clock can put together a ghetto reaction with I2, matchbook Red P,
HEET, table salt, pseudofed and Liquid Fire drain cleaner. The biggest problem is NOT the itty bitty tiny bit of dope they make, but the fact they
dump their waste anywhere convenient--the woods behind their house, the local fishing hole, someone ELSE'S trash, etc.
The Scared Mothers of America take great offense to this and you can't really blame them, SOOOO to look like they are DOING something yadda yadda
yadda.

My thoughts at the moment. Chinese sellers on eBay, you can order all the iodine you want in prill form. They sell this as water treatment for fish,
list as 99.5%. It's also cheap 4oz ACS grade for $17.68. Bought 1 ounce for around $5.00 or so. Do you believe that this source will shut down? Will
eBay kill the listings like they did to nitrates?

eBay has NO compunction about sharing purchase records with law enforcement. Elemental iodine is List 1. KI is cheap, UNREGULATED, and available on
eBay from US sellers. No possible snag from ICE, DEA, or the Postal Service.

eBay voluntarily banned these materials in the wake of the Boston Marathon Bombing:
Ammonium nitrate
Calcium ammonium nitrate
Calcium nitrate
Hydrogen peroxide above 12% weight by weight
Nitric acid
Nitromethane
Potassium chlorate
Potassium nitrate
Potassium perchlorate
Sodium chlorate
Sodium nitrate
Sodium perchlorate
Sulphuric acid
Their rules regarding iodine are contradictory:
Restricted:
-Elemental iodine (250 grams or less)
- Hazardous materials and explosives that the U.S. Postal Service (USPS) has identified as ORM-D (Other Regulated Materials-Domestic) have to include
specific shipping restrictions in an eBay listing. (See the USPS website for mailing requirements.)
- Iodine solutions (including tinctures of iodine) may be restricted by federal and state laws, including California state law.
Forbidden:
-Iodine products
Per 21 CFR 1310.08, the import and export of elemental iodine is regulated. I'm sure many Chinese sellers mislabel their boxes, considering it is also
a hazardous material and would be expensive to ship. Therefore, if your package is stopped at the border, you could be in for a knock on the door.
Further, 21 U.S.C. 802(39)(A) states that all iodine transactions are now regulated and subject to mandatory recordkeeping. Before 2007, there was a
threshold of 400g for this. Now, it is any amount.
Since eBay only plays the role of connecting buyers with sellers, they have been very careful to avoid any publicity issues with aiding the
acquisition of explosive materials, whose ramifications are highly publicized national tragedies and would put a stain on the eBay name. However, drug
labs get busted all the time and nobody bats an eye. That said, I do not think that eBay has any legal obligation to de-list certain materials, but
does so to save face. What's scary is that many of the sellers are either knowingly negligent or ignorant of current federal controls, making
transactions which would have legal implications on both seller and buyer. If the seller is in China, they are basically unprosecutable. The recipient
may not be so lucky.
