I want to know why on applying thoinyl chloride ...a mono substitution takes place ............is there any possibility to get disubstituted derivative

Is there any way to increase yield of such reaction

Be more specific. I'm really not sure I understood what you are talking about. There is no reaction between diethyl malonate and thionyl chloride as far as I know. Are you perhaps asking about the chlorination of diethyl malonate with sulfuryl chloride?
