If you access http://www.google.fr , and use "legislation" as the search word, confining yourself to web-pages in France, you will find several French sites on which are stored the current laws of France, and decided Court cases. For example:
http://www.legislation.cnav.fr/
http://www.legifrance.gouv.fr/
http://www.lexinter.net/Legislation/
http://www.legadirect.com

This is a good question anywhere.

Individual nations have widely different laws.

Sodium chlorate is sold 100% pure over the counter in France but it has to be mixed with a fire suppressant in the UK.
The strangest things are French mole bombs, a mixture of barium nitrate and sulphur, they certainly kill moles and I have a stock bought back from France but they are nowhere near UK legal.
Chemicals are ilegal when the local flics decide to nick you!

This is the most revelant document I have found regarding european law on precursors, but indeed nothing more specific for France, especially regarding precursors. Only the common KMnO4, Ac2O, P2P, safrole etc are listed as controlled precursors (in 3 different categories):

http://www.incb.org/pdf/f/list/rouge.pdf

There is a similar document regarding CWC precursors, but this is only on industrial scale, as there are just limits in tons/year a company is allowed to produce/posses/sell..

On the INCB site, you ahev the lists of internationally controlled psychotropes, and the equivalence between different salts: (1 hydrochloride = 0.86 hydroiodide for ex)

I think that it is very stupid that the laws are so hard to find and define. If they don't even tell you what you are not allowed to posses as an individual, how are you supposed to know?

Thing is about France is that it isn't a total 'Nanny State' [Unlike the UK where I live] and Chemicals are much easier to obtain. At a 'Carrefour' in France I was able to obtain all the key ingredients for an LE like Black Powder.

That of course would not be allowed in the UK, in fear of the Eric Harris's and Dylan Klebolds of the World using it to kill and maim innocents. God forbid that anyone could legitimately use Sulfur, Potassium Nitrate and other 'Chemicals' that were sold to me including Rat Poison.

Klute talked about the Banning/Restriction of the sale of Precursors, which I'm not at all surprised about. Wasn't France one of the many Countries that signed an Agreement in regards to dealing with the manufacture of Methamphetamine?

The PDF is in French.

The first few Paragraphs might need Translating [It could be relevant to people who are not French Citizens] but the Chemicals listed are fairly obvious as to what they are in English.

For example:
French: Pseudoéphédrine
English: Pseudoephedrine

Same spelling, just subtract the Accents.

The ingredients for gunpowder are readily available in the UK if you know where to look.

I would not even bother making it in France as there are the big firecrackers available in Carrefour.
