is there anyone know the steps to synthesize ethylene tetrafluoroethylene (ETFE)
at small scale like 1kg of it

Your question is not clear, as the polymer ETFE is likely made by the copolymerization of a mixture of ethylene and tetrafluoroethylene, not from a
non-existant molecule called "ethylene tetrafluoroethylene". These polymers are made in large plants with expensive equipment, and not easily made
at home. But I am sure that you can buy some of the polymer, but the chemicals and equipment to make a kg would cost many times more than a kg of
