methyl hydrogen silicone cleaning


Hello everyone, my dad bought a 1 m3 used tote for collecting rainwater and use it for watering plants (garden. Upon closer inspection, I saw that it was used with methyl hydrogen silicone oil. I have never come across such a chemical and have no experience with it. What I need help with is knowing what would be the best way to clean the tote? Since it's an oil, every surface is contaminated with it, I don't think water and soap will do the trick...
